These black market resales operate globally due to loopholes in the law, as they fall outside the Criminal Justice and Public Order Act's jurisdiction in England and Wales. BBC Sport's investigation found tens of thousands of Premier League tickets listed, some priced as high as £14,962, raising concerns as the practice is rampant in English football and hard to curb.
