Counter-terror scheme missed chance to treat Southport killer, says review

The review found missed opportunities to intervene in the life of Southport killer Axel Rudakubana, who murdered three young girls in July 2024. Teachers had warned three times that he was obsessed with violence, but Prevent officials did not act as he did not show an identifiable terrorist motive. The review also highlighted failings in handling an earlier case involving an Islamic State supporter who murdered MP Sir David Amess. Prevent is urged to focus on changing individuals obsessed with violence, identify potential attackers through social media, and enhance online monitoring to prevent radicalization.
