A framework for peace in DR Congo's east, involving the government and M23 rebels, was signed in Qatar, with discussions on humanitarian access and ceasefire monitoring ongoing, according to Africa envoy Massad Boulos. The deal addresses the withdrawal of Rwandan troops, linked to the FDLR rebel militia, from Congolese territory. Earlier peace attempts had failed, and the region's resource-rich status has fueled conflict due to the presence of critical minerals like coltan.
