Halloween costume swap aims to save families money

Brierley Hill Library in Dudley is hosting a Halloween costume swap until 31 October to help families save money. Parents can exchange used children's Halloween costumes free of charge. The initiative aims to alleviate the financial pressure on families and follows the success of a similar program for World Book Day.
